For rooms to be available for external event registrations, the toggle Room Visibility for External Event Requests must be turned on in the Availability tab of a room.
You can enable this for each individual room or through bulk actions.
From the room grid, select which rooms you need to update. Next, in the action toolbar, select Edit External Availability, then toggle the option on and select Save.
Please note: if you are wanting to turn the external availability off using bulk actions you will have to:

Then toggle the option off
Click Save
